اكنون در طلیعه ی مجلس نهم، اصلی ترین توصیه ی این جانب به نمایندگان محترم آن است كه در جایگاه خطیری كه با رأی مردم به دست آورده اند، تنها به مسئولیت الهی و اَدای وظیفه ی سنگین نمایندگی از ملّت بیندیشند و انگیزه ها و حُب و بُغض های شخصی و گروهی و طائفی و محلی را در قانونگذاری كه مهمترین وظیفه ی مجلس شورای اسلامی است و نیز در نظارت بر اجرای قانون و البته نیز در موضعگیریهائی كه فضای كشور را تحت تأثیر قرار می دهد، دخالت ندهند. در صدر این همه،‌قانون قرار دارد. قانون باید كارآمد، روزآمد، شفاف، معطوف به نیازهای عمومی و تأمین كننده ی منافع ملی باشد. در دهه ی پیشرفت و عدالت، همه ی قوانین باید به تحقق این دو شاخص عمومی كمك كند و با نگاه بلندمدت، گستره ئی هر چه طولانی تر و پهناورتر داشته باشد. اولویتهای كشور باید احصاء شود و جایگاه شایسته را در اهتمام به قانونگذاری بیابد.
