به گزارش ایرنا، 'عباسعلی آب بر' روز دوشنبه در گفت و گو با خبرنگارانی كه از مراحل مختلف ساخت آزادراه تهران – شمال بازدید كرده بودند گفت: اعتبارات مورد نیاز ساخت این آزاد راه از محل سرمایه گذاری 50 درصد مشاركت وزارت راه و شهرسازی به نمایندگی از طرف دولت و شركت آزاد راه تهران – شمال به نمایندگی از بنیاد مستضعفان انقلاب اسلامی تامین می شود.

وی با اشاره به این كه برای ساخت آزاد راه تهران – شمال، این مسیر به چهار قطعه مختلف تقسیم شده است، افزود: از سال 82 تا پایان سال 90 حدود 392 میلیارد تومان برای ساخت آزادراه هزینه شده است كه وزارت راه و شهرسازی بیش از 190 میلیارد تومان و بنیاد مستضعفان نیز بیش از 202 میلیارد تومان برای آن هزینه كرده اند.

وی ضمن تقدیر از تلاش های وزیر راه و شهرسازی برای كمك به ساخت سریعتر آزاد راه تهران – شمال گفت: مسئولان وزارت راه و شهرسازی طی شش ماه گذشته حمایت های قابل تقدیری برای ساخت و پیشرفت سریع این آزادراه انجام داده اند.

وی در خصوص وضعیت منطقه یك آزاد راه تهران – شمال كه 32 كیلومتر است، گفت: منطقه یك آزادراه كه از تقاطع بزرگراه شهید همت و آزادگان شروع و تا دو آب شهرستانك ادامه دارد، تاكنون 38 درصد پیشرفت فیزیكی داشته و 217 میلیارد تومان برای ساخت آن هزینه شده است.

وی با اشاره به این كه، برای اتمام مسیر منطقه یك حدود 160 میلیارد تومان و 150 میلیون دلار دیگر نیاز است، تاكید كرد: در صورت تامین به موقع منابع ریالی و ارزی، این منطقه اواخر سال 92 به بهره برداری می رسد.

وی در خصوص مشكلات تملك اراضی سولقان در منطقه یك آزاد راه گفت: در گذشته بخشی از منابع طبیعی با مجوز شورای اسلامی وقت سولقان توسط اشخاص حقیقی تصاحب و در آنها ساخت و ساز انجام داده اند كه طبق قانون این افراد مالك زمین نیستند و از طرفی خرید مجدد منابع طبیعی توسط وزارت راه و شهرسازی غیر قانونی است.

وی در خصوص وضعیت منطقه 2 و 3 آزاد راه گفت: قائم مقام قبلی وزارت راه و ترابری سابق شهریور ماه سال 90 طی نامه ای دستور توقف عملیات اجرایی منطقه 2 و 3 را ابلاغ كرد، اما بر اساس استدلال های كارشناسان شركت آزاد راه تهران – شمال مسئولان فعلی وزارت راه و شهرسازی اسفند ماه سال گذشته موافقت كردند كه حفاری تونل البرز تنها در یك باند ادامه پیدا كند تا وضعیت ساخت این دو منطقه مشخص شود.

به گفته آقای ناظمی همین مشاورالملک بوده که به ناصرالدین شاه پیشنهاد تاسیس رصدخانه سلطنتی را می دهد که با آن مخالفت شد؛ اما این به نوعی یکی از اولین پیشنهادها برای تاسیس رصدخانه ملی ایران بود.
